    Much of the discussion around public-private partnerships for airport projects focuses on the “private” part of the transaction - but airport sponsors should have a clear-eyed assessment of the resources needed for project success. If an airport cannot dedicate these resources, or has gaps in critical knowledge, the path forward becomes challenging. This panel will offer experienced-based observations on what it takes to achieve a successful airport P3 from both sides of the partnership.

    P3s as a Catalyst for Building Resiliency

    For months after the devastation of Hurricane Maria, Puerto Rico struggled to restore power. A similar story transpired at Luis Munoz Marín International Airport (LMM), as power generation became a crucial issue at one of the Island’s most vital facilities. The P3 agreement with Aerostar allowed LMM to utilize federal funds destined for reconstruction, recovery and preparedness, to build a new resilient structure for cogeneration of power, making the P3 an essential cog in preparing Puerto Rico for future disasters. To the extent that other P3 agreements throughout the Nation center on infrastructure facilities at risk of natural disasters, Puerto Rico’s experience provides a case study and a blueprint to navigate these complex regulatory processes.
